Except as otherwise expressly provided by section 82-273, no action taken or request filed by any permittee shall operate to stay the effect
of any permit or of any provision, term or condition of any permit, including, without
limitation, a request for permit modification, reissuance, or transfer, or a notification
of plan changes or anticipated noncompliance.
