§ 30-36. Power of the authority.

The authority shall possess all of the powers necessary to carry out the purposes of its incorporation and shall have all powers provided by Act 197 and approved by the council; except the authority shall not be empowered to issue general obligation bonds pledging the full faith and credit of the city, to create special assessment districts, or to levy the two mils or any portion thereof otherwise allowed by Act 197.
